The Ministry used to be known as the Followers of Set, and they have been mostly absent from the Vampire: The Masquerade video games. The Caitiff can choose their own disciplines, allowing for more customization options than other clans, with the caveat that it takes a lot more experience points to improve those disciplines. These are vampires who belong to no clan, which means that other Kindred have a severe distrust of them, due to a number of ancient prophecies that tie the clanless to the apocalypse. One possible addition to the game could be the Caitiff, which would bring in all of the clans from the core rulebook (assuming the Gangrel and Nosferatu also make it in). The Gangrel are easy to include as their clan bane makes them temporarily resemble an animal, but the Nosferatu clan bane would require a little more work, as merely being in the public is a Masquerade violation. Animalism would give the player the ability to control animals, while Protean gives the player the ability to alter their body. In order to bring in the Gangrel and Nosferatu, the developers would need to add the Animalism and Protean disciplines.

These are the front-runners for being added as DLC to the sequel, in order to bring in the other major clans from the core rulebook and keep the game consistent with its predecessor. Bloodlines II is missing two of the clans from the first game - the Gangrel and Nosferatu.
